"A mind is a terrible thing to waste."

A mind is not necessarily a terrible thing, but this quote
is stating that minds are terrible.
The modifiers, and other words have an incorrect order.

It should be:

"It is a terrible thing to waste a mind."

Your way may be clearer to a lot of people but I like the original way much better.

Because a wasted mind is a terrible mind.

To me it makes the point clearer that the advertisers were trying to make and plus it got them free advertisement by a comedian (I saw it approx. 20 yrs ago so please do not ask me to remember his name because I was in and out of the room at the time) did a skit about the UNCF and "a mind is a terrible thing" and drugs.

It should be

"It is a terrible thing to waste a mind."

In any event, I came to sympathize with the Geico caveman's complaint against the advertizing that switching to Geico is so easy that a caveman can do it. The United Negro College Fund began using ads showing an absent-minded taxi driver -- while I was a taxi driver.

Okay! Okay! You wanna go there! Put'em uuuup!
